Can I take a picture that is stored in a computer from a video frame and print much larger?

I took video using flip video camera and save an image from one of the frames. Now the image is saved in my photos on my laptop. Would it be possible for the picture somewhere and make it expand and print the image. To be much larger, without losing the quality of the image (this is only an inch high now)? Do you work someone to a printer, or know about printing?
