Video editing that allows viewing of indiv. frames, rotating them to correct alignment and tremors.?

Tome digital video camera and want to do some editing. The main things I want to do w / any software (maybe Sony Vegas) is each individual frame, which are in turn sideways / upside down and the volatility in some way, aligning the frames / or culture, if possible. I'm not well versed in video editing, please help! tutorials website or some tips and instructions would be great:) OK. Therefore, get the Adobe After Effects and then what can I use to correct the shaking?
