I want to convert VHS tapes to digital video on your PC. Please suggest a good video capture card (brand / model PLS)

I need recommendations on a good video capture card. I do not want to watch TV on my PC. I will not record live TV on my PC. I want to capture video from my VCR, high quality, with little loss of frames. I would appreciate specific recommendations, including brand names / model numbers.

I just downloaded and install the latest version of YouTube Downloader. So I paste the video URL I wanted to convert (so I can put it on my iPod), but when I try, I get an error saying that no program is enabled to allow this to happen and should allow a program agreement through accessories located in my control pad (I have Vista by the way). Anyway, any help is welcome. Thanks ~
